Definitely have the ui overlays as optional. You could even charge a small amount if you like. I don't mind paying a couple of quid if I really wanted touchwiz on my HTC or sense on my Motorola. Personally I'd like to see more phones with proper keyboards. I think they're already thin and light enough to be able to add a slider keyboard without a huge difference to the size and weight. Really we have all we need, it's justa case of making the code better now.

Android is gonna have to make some seriously innovative changes if they want to keep me. Otherwise I'll be going to windows phone, which seems to keep getting better and better. App icons on a phone don't work as well as large tiles especially when driving

It'd be really nice if Google mandated the manufacturers ease back with their UI overlays and Google started doing an Android UI in-house (which would still be customizable of course because it's still Android). That way, manufacturers get to focus on the making quality hardware and features, and Google doing the UI would help ensure a more uniform experience across all devices for all Android users. One can only hope.
